Our Story
Leonard started the Company doing residential projects. Most were large custom homes (which have numerous challenging uses of concrete) and small tract communities. In the early 1980’s he started to concentrate on moving the Company towards commercial construction and began with small jobs from fast food facilities to banks. The Company moved into their first office in 1985, around the same time as the economic boom began, and made another shift from small commercial projects to larger ones. Instead of building tract homes, we began working on the essential components that comprise completion in the community; including schools, grocery stores, retail centers, churches, and home improvement stores.
As the company continues to grow, we moved into our new office that we designed and built in north Phoenix in 1995. With Arizona expanding, we will continue adding infrastructure around the valley.

Leonard R. Cowan
President
Leonard has spent his entire life in Arizona. His construction career began in the valley with a large local concrete sub-contractor. After 10 years of experience, he founded L.R. Cowan Concrete, and promoted it into the successful company it is today. Leonard continues to act in an advisory capacity, makes frequent trips to the jobsites, and chairs monthly meeting with all key administrative and field personnel. He is the heart of L.R. Cowan Concrete.
Sandy Cowan
Operations Manager
An Arizona native, she started working for L.R. Cowan Concrete in 1985. She oversees all general office functions, does all project budgets and billings, and acts as a liaison with the administrative representative of owners, general contractors, insurance companies and subcontractor/suppliers. She is a key figure in the administrative core of L.R. Cowan Concrete.
Larry Norman
Project Manager/Chief Estimator
Even before receiving his Master’s Degree in Construction Engineering from Arizona State University in 1992, Larry began his construction career with a local landscape company and other general contractors. He came to L.R. Cowan in 1991 as an estimating assistant. Now, in addition to being the Chief Estimator, he is our Project Manager and oversees the production process, including submittals, shop drawing, RFI generation, and is the primary contact for changes and updates on current projects. His experience in design engineering and design-build projects has given L.R. Cowan Concrete the opportunity to expand its horizons and create a limitless future.
Adam Sarver
Estimator
After receiving his degree from Arizona State University in 2004, Adam started estimating for L.R. Cowan. By providing take-off’s using an on-screen format, he has provided our customers with accurate conceptual budget numbers and hard bids, and has expanded his efforts to include value engineering suggestions to save both time and money. His dedication and energy have proven him to be a great asset to L.R. Cowan.
Kathy Harrington
Controller
Another Arizona native, Kathy has been in the construction industry since 1979 working for suppliers, subcontractors and general contractors. She received her accounting degree in 2000. Her wealth of construction accounting knowledge came to LR Cowan in 2015. She has initiated new and updated accounting and financial procedures and oversees and controls all the accounting and financial records for the company. Her administration of our accounting functions has kept us on the leading edge of our industry.
Richard Pacheco
Superintendent
Richard started working for L.R. Cowan in 1989 as a laborer and with his exceptional leadership skills and hard work he was promoted to Lead Superintendent within a very short period time. He has continued to excel as a leader for the Company – motivating the Team to their fullest potential. Through his strong work ethic he keeps production high and projects on time and in budget. He strives for excellence and inspires everyone to do the same, as this is a reflection of Him and the Company.
