L.R. Cowan Concrete Co., Inc. was founded in 1979 by Leonard R. Cowan, a seasoned expert in the concrete industry with a passion for delivering high-quality concrete work. What began as a small operation—with Leonard and just a few dedicated employees—has grown into a trusted name in Arizona construction.
The company’s early days were focused on residential projects, including large custom homes that often required complex and creative concrete solutions, as well as small tract communities. In the early 1980s, Leonard began transitioning the company into commercial construction, starting with smaller projects such as fast food restaurants and banks.
By 1985, L.R. Cowan Concrete had opened its first office and was poised to take advantage of the economic boom. The company shifted again—this time from small commercial jobs to larger-scale developments that serve as the foundation of growing communities. We began working on essential infrastructure including schools, grocery stores, retail centers, churches, and home improvement stores.
In 1995, as part of our continued growth, we designed and built a new office in North Phoenix to support our expanding operations. With Arizona’s continued development, L.R. Cowan Concrete remains committed to building the infrastructure that supports communities across the Valley.
Leonard R. Cowan has spent his entire life in Arizona, and his roots in the Valley run deep. He began his construction career working with a prominent local concrete subcontractor, gaining a decade of hands-on experience in the field. In 1979, Leonard took that knowledge and passion and founded L.R. Cowan Concrete Co., Inc., building it into the respected and successful company it is today.
Though no longer involved in day-to-day operations, Leonard remains a vital part of the company. He continues to serve in an advisory role, regularly visiting job sites and leading monthly meetings with key administrative and field staff. His leadership, commitment, and deep industry knowledge continue to inspire the team—Leonard truly is the heart of L.R. Cowan Concrete.
An Arizona native, she joined L.R. Cowan Concrete in 1985 and has been an integral part of the company ever since. As Chief Executive Officer of L.R. Cowan Concrete, Sandy Cowan provides strategic vision, leadership, and direction for the company. With a deep understanding of the construction industry and decades of hands-on experience, Sandy has been instrumental in building the company’s strong reputation for quality, reliability, and integrity.
Under her leadership, L.R. Cowan Concrete has grown into a trusted name in the industry—grounded in strong values, long-term client relationships, and a commitment to excellence. Sandy’s focus on operational efficiency, team development, and customer satisfaction continues to guide the company’s success and future growth.
Larry began his construction career even before earning his Master’s Degree in Construction Engineering from Arizona State University in 1992. His journey started with a local landscape company and various general contractors, giving him a broad foundation in the industry. In 1991, he joined L.R. Cowan Concrete as an estimating assistant.
Today, Larry serves as both the Chief Estimator and Project Manager. He plays a critical role in overseeing the entire production process, including submittals, shop drawings, RFI generation, and acting as the primary point of contact for changes and updates on active projects. Larry’s extensive experience in design engineering and design-build projects has significantly expanded L.R. Cowan Concrete’s capabilities, paving the way for new opportunities and a limitless future.
Richard began his career at L.R. Cowan in 1989 and has witnessed every chapter of the company’s evolution—from its roots as a residential concrete contractor to the thriving operation it is today. As General Superintendent at L.R. Cowan Concrete, Richard Pacheco oversees all field operations across multiple projects, ensuring they are delivered on time, on budget, and to the highest standards of safety and quality.
With decades of hands-on experience in concrete construction, Richard provides leadership, mentorship, and technical expertise to the entire field team.
In his role, Richard coordinates the efforts of superintendents, foremen, and crews, while working closely with project managers and executives to align field execution with company goals. His deep industry knowledge, problem-solving ability, and commitment to excellence help drive successful project outcomes and support the growth of the company.

Sheldon is responsible for overseeing daily construction operations, coordinating crews and subcontractors, and ensuring that each job is completed safely, efficiently, and to the highest quality standards.
With a strong background in concrete construction and site management, Sheldon is a critical link between the office and the field. He works closely with project managers, engineers, and clients to maintain clear communication and ensure all phases of the job stay on track. His proactive approach helps identify and resolve issues early, keeping schedules tight and crews productive.

Known for his strong work ethic and attention to detail, Nate brings practical field knowledge and leadership to every project. He excels in managing teams, resolving jobsite challenges, and upholding L.R. Cowan Concrete’s standards of excellence. His ability to adapt quickly in fast-paced environments ensures project goals are met without compromising safety or quality.

Adam Sarver has been a key part of L.R. Cowan Concrete since 2004. With over two decades of
experience in the concrete industry, Adam brings a sharp eye for detail, accuracy, and value to
every project he estimates. He specializes in preparing precise take-offs, conceptual budgets,
and hard bids—ensuring our clients receive competitive, realistic pricing backed by experience
and insight.
Adam’s approach to estimating goes beyond just numbers. He consistently looks for
opportunities to offer value engineering solutions that help streamline timelines, reduce costs,
and optimize outcomes.
His dedication, reliability, and deep understanding of construction documents and field

As Purchasing Foreman at L.R. Cowan Concrete, Josh plays a critical role in keeping our projects running efficiently by ensuring that materials and supplies are sourced accurately, timely, and cost-effectively. He oversees the entire procurement process—working closely with project managers, superintendents, and field crews to anticipate needs and avoid delays.
Josh maintains strong vendor relationships, negotiates pricing, and tracks inventory to support daily operations and long-term project planning. His proactive communication and deep understanding of construction logistics make him an essential part of the team, helping ensure that every jobsite is equipped and ready to perform.
Taylor Cline joined L.R. Cowan Concrete in 2014 and quickly became the heart of our office operations. She plays a multifaceted leadership role at L.R. Cowan Concrete, overseeing Accounting, Payroll, Safety, and Human Resources. As Accounting Manager, she ensures the company’s financial operations are accurate, timely, and aligned with project needs.
In addition, she manages payroll and supports compliance with labor laws and safety regulations across the organization. Taylor is also a key figure in HR, contributing to employee onboarding, policy administration, and company culture. Her ability to balance numbers with people, processes with compliance, and operations with care makes her an invaluable asset to the L.R. Cowan Concrete team.
But Taylor’s role goes far beyond paperwork and policies. She’s also our unofficial Director of Fun—bringing energy, creativity, and a personal touch to everything she does. From organizing team-building events and birthday celebrations to finding ways to boost morale during busy seasons, Taylor helps keep our company culture strong, positive, and full of laughter.

As the Billing & Project Coordinator for L.R. Cowan Concrete, Heather plays a vital role in keeping our projects organized, compliant, and financially on track. She is responsible for preparing and managing customer billings, processing change orders, coordinating preliens and lien releases, and maintaining up-to-date insurance documentation. Heather also supports our safety program by helping ensure all necessary compliance paperwork is in place.
Heather serves as a key point of contact between our field crews, clients, and office staff—ensuring communication is clear, documentation is accurate, and every project stays on schedule. Her attention to detail, strong organizational skills, and understanding of construction operations make her an invaluable part of the L.R. Cowan team.
